UN Blacklists Israel for Sexual Violence

The #UnitedNations has placed Israeli and Russian security forces on its blacklist for conflict-related sexual violence, based on testimonies and allegations provided by detainees, according to its annual report.

The report noted the continued documentation of patterns of sexual violence against Palestinians detained in Israel and the occupied Palestinian territories throughout 2025.

It also documented a number of sexual violence cases in 2025 that date back to 2023, including acts of torture affecting 14 men, 7 women, 9 boys, and one girl in Gaza and the West Bank.

The documented violations included rape with objects, gang rape, physical violence targeting the genital area, forced stripping, and body searches conducted “without a clear security justification.” The United Nations attributed responsibility for these acts to members of the Israeli military, security forces, and prison authorities.

Israel, for its part, described the decision — which had not yet been officially announced at the time — as “shameful and absurd,” accusing UN Secretary-General António Guterres of equating Israel with Hamas, which is listed in the same report.

In protest over its inclusion, Israel announced that it would suspend all communications with Guterres.
