Amnesty bill changed before passage

Lebanon’s general amnesty bill entered Parliament in one form and emerged in another, after amendments reshaped who could benefit.

In drug cases, the repeat-offense condition could make some convictions involving Nouh Zaiter eligible for amnesty. George Dib, known as Doctor Food, could also benefit after a retrial.

For financial crimes, exclusions were limited to specific offenses involving public funds, potentially affecting some cases against former central bank governor Riad Salameh.

Beyond these three names, a few changes were enough to alter the scope of one of Lebanon’s most sensitive laws.
