Although the loss of paper copies does not necessarily mean the loss of ownership—since digitized property certificates remain as preliminary proof—the absence of original documents, such as sale contracts, can obstruct legal procedures and complicate processes like property transfers, sales, or dispute resolution. This opens the door to legal complications that may last for years, particularly in times of war and instability.

Today, the Ministry of Interior has managed to relocate many records to #Beirut. However, the most critical issue lies in Bint Jbeil, where the ministry has been unable to transfer the records due to the tight Israeli siege imposed on the area.

In reality, what has happened is a transfer of these records from one danger to another, without taking any measures to mitigate future risks. Instead of fully digitizing the records, citizens’ rights remain dependent on a piece of paper.
